If you are unable to edit config.txt file present in your Raspberry Pi due to any permission issues, chances are that you are trying to edit the config.txt file in your Raspberry Pi as a default user.
You must note that in Linux kernel upon which Raspbian or any other OS distribution that runs on your Raspberry Pi is built upon, you need to have sufficient privileges to edit any file that is protected by the Operating System (OS).
Hence, you will need to access and edit that file not as a normal user, but as a super user. You can achieve this by running your command prefixed with "sudo" command operator. This will result in a prompt asking you to enter the super user password.
Upon entering correct super user password, you will be able to open the config.txt file of your Raspberry Pi and edit the file according to your needs.
