To add the text tail to mouse cursor follow the given steps :
1.Go to Blogger.com
2.Login to Blogger.com
3.Go to Template and click on edit html
4.Backup your template
5.Press ctrl+f button and search for </body>
6.Paste the below code above the </body> tag

7.Change the Welcome To Chat Book text to the text you need
